Urgency rises for tackling hazardous wastesipate after

The deadly blast at a chemical plant in Jiangsu province last month that left 78 dead clearly hig

hlights the urgent need to properly handle hazardous waste management in the country.

As central authorities tighten management by revising laws and issuing detailed

policies to support hazardous waste treatment, experts are calling for mandating

that facilities to process such waste be built in all chemical industry parks nationwide.

The explosion occurred on March 21 in Xiangshui county, Yanch

eng, at a Jiangsu Tianjiayi Chemical Co Ltd plant. The accident also injured more than 600.

The State Council, China’s Cabinet, set up an investigation

group and the probe into the cause of the blast is ongoing.

Multiple sources have suggested that the casual handling of hazard

ous chemical waste produced by the company could be a cause of the deadly blast.

China Chemical Industry News reported that the blast originated at

the company’s hazardous waste storage facility, citing a source close to the investigation group.

It handed over 124 tons of hazardous waste in late 2012 to

 two local farmers who simply buried it and caused severe environmental degra

dation, according to a local court verdict reached in January of 2017. The company w

as fined 1 million yuan ($148,850), and two senior executives were given suspended jail terms.

In July 2017, a local environmental watchdog fined the company 280,000 yuan for va

rious violations including misconduct in hazardous waste management.

Hazardous waste could potentially be radioactive, toxic, highly corrosive or otherwise ha

rmful to people and the environment. Therefore, these materials require special treatment.

At a news conference in late March, Qiu Qiwen, head of the sol

id waste and chemicals management department of the Mini

stry of Ecology and Environment, said that the proper treatment of hazardous waste and other solid

waste is of great significance as it’s fundamental to improving air, water and soil quality.

Qiu’s department was newly established in the ministry’s latest institutional reshuffle in the second h

alf of last year — a move meant to strengthen governance over hazardous waste treatment.

China said Monday it will ease the requirements for permanent residency in many large cities as part of its new urbanization push.

Restrictions on permanent residence permits should be scrapped in cities with populations betw

een 1 million and 3 million, according to a document outlining key urbanization tasks this year release

d by the National Development and Reform Commission, the country’s top economic planner.

For cities with populations of 3 million to 5 million, the qualifications for such permits should be “fully relaxed,” and the restrict

ions for certain key groups of people to get such permits should be removed, the document said.

Previously, the country has already gradually abolished permanent residency r

estrictions in small and medium-sized cities and towns with populations below 1 million.

The NDRC document also demanded cities with populations abo

ve 5 million to improve their policies and drastically expand the scale of permanent residency.
